most people who post these things aren't future criminals. studies show that many child molesters don't view cp and many cp viewers don't molest children, and studies even show that watching cp deters child sex abuse (not defending cp there are other ways to deter child sex abuse)

you can't execute someone for something they might become in the future especially when you don't have any evidence that they'll become that way in the future.
