And then when they get to rate people anonymously, suddenly 80% of guys are ugly.

If a woman says you look "fine", "average", "normal" or "5/10" it means she thinks you're ugly/trash because that's the lowest possible thing she could say without sounding mean, confrontational, judging, shallow etc which would hurt her social standing.

It's partially that. Of course back in the day a woman couldn't reject a man too brutally or else he could kill or rape her out of anger. If you look up some videos on worldstar you'll see that it still happens.
But there's a social aspect to it. In nature, human beings are creatures that congregate in tribes, people who were disliked were far more likely to end up dead or injured. Being exiled was a death sentence, especially for a woman. Women strongly value their in group approval. On a larger scale they also want to fit in society. This is why they virtue signal all the time, and why they don't want to tell an ugly man what they really think of him.
But saying he's creepy, doesn't smile enough, doesn't have the right personality, saying that she doesn't feel the spark or sees him as a friend/brother, those are all acceptable stances so that's what they use.
