If a woman was dressed sexily, I think it should be considered rape bait and if she gets raped, the rapist shouldn't be punished because that's what she wanted to happen. The rapist can take a picture of her as proof she was rape baiting. If he doesn't take a picture, hopefully there was a nearby camera that spotted her soon before the rape.
The only problem with this idea is that a rapist might use this defense while lying. For example, she may have been dressing modestly, but he ripped her clothes off and takes a picture and claims she was a nudist or in her underwear. This isn't really a problem though since all women have rape fantasies. Just to be clear I do think you should obey the law. Never rape.
