I would of recommended you get into hydroponics and grow and sell your own weed online via cryptocurrency, but you live in a still semi-hardcore Muslim country where you'd probably get your head chopped off if found out. If you lived in Sweden, you'd probably get a medal from the police/local female government(if you were brown).
If it still interests you, you want to go with LED grow lights - fluroscents are old tech and generate too much heat and use up too much power. With LED's and a good HVAC carbon filter setup, you can get away with it almost anywhere.
