For birth control pills you can do the same thing. Make like a bunch of testing women have to get before they go on the pills. And each testing is a cumbersome long process. And then if any red flags come up in the testing, which the governments can set those red flags to be very broad, the womens access is further reduced.
What you are doing is some really determined women they can get through all the hoops and wait on the waiting lists and still get the abortion or go on birth control pills. But many other women will change their minds along the way. And other women they will give up when having to go to all these appointments for various pre-requisites.
In America we can also reduce reimbursements for the drugs. Some number of women won't get their prescriptions refilled if it is like $100 a month. Even $20 a month and there will be substantial dropoff.
You see how if you are a mastermind you can work in the system to achieve what you want, with it never being stated. Like a politician could be pretending to be 100% for womens rights, while in reality through many different policies, womens access is declining.
