My reasoning: for americancel mods (Serge), it is late at night, when people are usually asleep (even those that go to sleep late)
for the englandcel janny (mental_out), it rather early in the morning and NEETcels usually wake up late.

The other mods aren't active that much, so they are not accounted in this discussion
