It is by V. S. Naipaul, a curry Indian who won the Nobel prize in literature in 2001. He is considered one of the greatest writers in the world. It is the opening sentence to his famous book, "A bend in the river", which discussed life in post-colonial Africa.

It is a great quote, and I have not come across a better quote that encapsulates the blackpill philosophy so eloquently.
