Honestly works out for everyone. States foot most of the bill but the wall gets built. If it's not entirely effective, the agents can just round up stragglers. Of course the biggest reason why illegals come here is because they can live a perfectly normal life. We won't really do anything to disincentive people from coming here, just preventing less of them from making it.
