By coming down massively and indiscriminately on all cases of underage sex, you're losing the social leverage this gives you by allowing but shunning it (I'm not talking about someone pulling an Ian Watkins and raping a toddler, but rather someone banging a fifteen year old). If it's completely illegal, you don't have the opportunity to use it against people. There's an ironclad realpolitik case for legally allowing these sexual relationships while still shunning them.

It's also a part of population control. Statistically, older man/younger woman couples have the most children. If it were normalized to pair a 25-35 year old man with a 15 year old girl, you would see the birth rates dramatically increase. Instead, 15 year old girls are taught to have sterile, casual sex with many 15 year old boys and if she does become pregnant, get an abortion. And men are taught to go for "age appropriate" women because it is the "moral" and "right" thing to do.

It shows you how far society has fallen. You can't blackmail someone for being involved in homosexuality because homosexuality is socially acceptable and the person doing the blackmail will be seen as homophobic and a bigot for thinking homosexuality is something bad. Say a politician likes to dress up like a woman and pay down low BBC Tyrones to fuck him up the ass.
