There's a difference between 'smart enough to understand' and 'actually understands' though. As newborns our IQ might be at it's highest (look at language learning speed) so most of us are smart enough to eventually understand, but it still requires actually using the intelligence to over time learn the material.

You don't actually know how much of a chance you'd have because we don't have experience living in a culture with lower AoC.
