Just to confirm, you tried downloading it from the package here (https://www.microsoft.com/en-us/download/details.aspx?id=21) and you still go the same error?
Perhaps you have an older version. Try looking at your Programs & Features and see if there is an existing .NET 3.5. If so, uninstall it and then reinstall the new one.

Did you ever mess with your Windows Update settings at all? Like force disable updates or whatever.

If it's still disabled or has remnants of whatever changes you made that might be why it it's failing to download. Perhaps its a service that you disabled or a registry tweak that you made.
You can also try (if you haven't already) in CMD
DISM /Online /Enable-Feature /FeatureName:NetFx3 /All
Make sure you run CMD as Administrator and then put in the command.
Run command prompt as administrator. left click on it and run as admin.
