The state should loan people money with zero interest(or very low interest if it's required to be sustainable, but ideally zero) to advance certain things that are beneficial for society as a whole, but you actually have to pay it back and if you don't there are consequences and pressures put on you until you do, possible jail time if you are committing fraud.
People who are in good standing by following the law and show the most promise (high IQ, good grades in school, whatever the best objective measurement of a persons potential we can come up with is) should be first in line for these loans.
