From what I've read:
-You can renew your credits at any time
-It will only affect Spanish porn sites (there aren't many)
-Easy to bypass with a VPN
-Even on non porn sites like reddit there's plenty of porn

So this is just the government mismanaging tax money and giving juicy contracts/revenue to companies they like as they usually do. Same happened during the pandemic they spent many millions in a "covid radar" app that nobody used and of course it was developed by Indra a company with very close ties to the government.
