I live in FL, where it's hot all year, but I'm sure this is something you see in the summer months wherever you guys live. Foids can pretty much wear what they want, under the pretext that "it's hot and I want to be comfortable". You can see foids of all shape (curvy, landwhales, skinny pancake ass) showing a lot of skin, wearing roughly the equivalent of men's form-fitting boxers as outerwear and tiny shirts.
A man can't walk around shirtless unless he has less than 10% body fat with the muscles of an MMA fighter; even healthy but average built guys are ridiculed and called 'creeps' for showing too much skin, or seen as 'gay' for wearing shorts even slightly above the knee. Therefore you'll see guys sweltering in brutal heat under baggy clothes. Or guys in professional jobs are expected to endure ties and long sleeves even in the middle of a FL August, while their female counterparts can be comfortable in short sleeves.
You see, I hate wearing too much clothes, and I'm picky about certain material, as I have a sensory issue which may or may not be related to my autism spectrum. I grin and bear it however.
