Spain plans to introduce a tax of up to 100% of the value of property purchased by non-residents from non-EU countries. The details of the functioning of this tax and its implementation are not yet known. The Spanish government said that the proposal will be finalised "after careful study".
The Spanish Prime Minister said the measure was necessary to protect the interests of Spanish citizens and stabilise the housing market. According to him, in 2023, non-residents from countries outside the EU purchased 27,000 properties, mainly for profit, which exacerbates the problem of housing affordability for Spaniards.
According to the property register, 15% of transactions in the housing market in 2023 were carried out by foreigners, accounting for 87,000 of the 583,000 properties.
