I noticed that too . Melancholic Russian music hits VERY different from other cultures . I think the language and the instruments used is the main factor . The way I would describe sad russian music is that it makes me feel 'understood.'
Even the not as melancholic russian music have a certain feel to them that I can't find elsewhere .
I think Russian culture has a unique understanding of art in all its different mediums like music for an instance in this case .
