You're reading too much into it. Here putin basically laments the fact that western countries like US have institutions and more than one political power that want to influence state affairs. There's no some single autocratic figure to bend them over to his will at some particular point in time. And as we know putin is used to settling issues in a private manner between two autocrates or authoritative figures like US president that represent some bigger entity (NATO, etc) .
