IMO it has more to due with the a mutation in cellular signaling, DNA damage over time (ageing), and the genetics of the individual. For some reason most males inherited a mutation where hair follicles will react negatively with certain concentrations of DHT over time (depending on the individual).

The balding mutation makes it so the dermal papilla of affected hair follicles reduces the flow of nutrients when they react with DHT. Apparently the hair on the sides and the back of our heads don't have this mutation, which is pretty cool since this hair literally has no cosmetic use what so ever.

I've been on hair loss drugs since 2007, and was active in hair loss forums for years. I can tell you with 100 percent certainty that absolutely no hair loss medication will give you the results they are claiming (80 percent regrowth) in the timespan they're claiming (25 days). Not even a heroic dose of oral spironolactone. All hair loss drugs will take several months to see noticeable results, even if you are a good responder.
