Everyone would have to be genetically tested in order to have kids in my ideal world, but 30-and-aboves would especially be regulated if they wanted to have a baby. There would be no pre-marital sex either way in that world, it would be regarded as a form of moral degeneracy; even considering banning any form of modern "sexual liberation" (e.g. homosexuality) literally makes you a Nazi now, so my opinion on it doesn't matter.
