Serious Should guys with small frames focus on getting to a low bodyfat % or also add a little muscle?

Small framed guy is better offf 175lbs 18% bodyfat than 145lbs 12%.
 
Low body fat should be the goal for every man, not for just framcels. Muscles will only get you attention from men. Women like low body fat as it tones face and exposes frame in bones.

disagree, being lean is way better for facial aesthetics which are the only thing that matters and most foids think abs automatically = fitness regardless of how skinny you are.
 
If the choice is just one, I´d say to add some muscle, because with a small frame is also unlikely to be excessively fat, albeit exceptions do exist. The downside is that retaining muscle mass is difficult and requires frequent visits to the gym. Ideally, leanmaxing before adding muscle would be even better.

I've seen 15 year old 6'3 130lb framelets with hot gf's all because of what I assume they have are "abs".

Wrong. In a foids mind... TALL = strong. Short man = weak, even if say the 5ft7 manlet outweighs and outperfroms the 6ft2 lanklet in everyway.

I'm a hair over 5ft9.5 and knocked the fuck out of two 6ft2 bullies that weighed around the same as me (169lbs). It makes me feel good that the foid gF's of these bullies thought I was the weaker male and "easy prey" for their "alpha" boyfriends.

Low body fat is more important for attracting holes. Having a balanced approach sounds reasonable though if you look weak. Just keep the emphasis on low bf while lifting now and then. I find sprinting down the park good for raising T and apparantly it helps general strength.
