A group of strangers with crowbars,chains and knives surround the old man

Not too far from that scene,stores with anime magazines,videogames and casinos are all covered in barbed wire,and barricades,due that are the most targeted by groups of virgin men,wandering the town.Like the band of Joey they do operate for the ultimate boss of the city:
They call him "The pope",and it's now the biggest kingpin of cope of the under worlds,and low districts of the city,there where police can't enter,he's dealing and making bussines with the peoples lives;Those he perceive who were normies before the "great breakdown" are targeted by him,and often they do have to pay him high monthly fees,for protection. The rest,called "the commoners",are his loyal henchmen,they are in every corner of the city,watching the next move of the pope.
Whoever wants to mess with him,will have to face his "commoner" army.
The pope even has "white" bussiness in the hot spots of the city,where the luxury is everywhere and only the high society can have access to,but they know who he is,because he HAS it;whatever you want,you call it; videogames,experimental VR,hyper realistic sex dolls,drugs,coke,porn,alcohol,EVERYTHING.He monopolizes it all,because when it comes to copes,hes the bottleneck of them in this city.
Obviously this got him the discontent of other gangs,like the "Poshs" they rule the docks,his leader is @Dr. Dicklet they operate clandestine medicines from unknown places,and their headquarters are the abandoned "West hills hospital",that works as refugee for the band members.
or the "longshanks" that operate on the projects,his leader @BladingEagle ,they are big and muscular,fight well,but are ogre looking.They do have the state of the art weaponry in the city,and deal with weapons.
Whoever the enemy Pope's facing,they will be defeated easily as he has a secret and powerful weapon: he has a truce with the goverment,due that his copes maintain a good portion of the city more "mild" and maintain the order, but this relation with the goverment,will get distroyed after a mysterious hitman is sent to kill the president, in the name of "The Pope",this will put a HUGE reward on his head,of million dollars,that will start a indiscriminate hunt by the other gangs,and crime syndicates around the city,and also,will put on test Pope's henchmen loyalty.
