Gulf states don't apply the entirety of Sharia but in terms of petty crimes this is so true, people talk about high trust, low crime societies like Japan and some European countries before immigration but none seem to come close to the Gulf. Even in simple observations, like people leaving market fair (bazaar?) merchandise in the open because of the unlikelihood of it being stolen.
Obviously it's not as simple as proper punishment being applied and nothing else, but it's surely an important factor.
