Imagine if Cho had an AK. He could have got 100+. I guess he counts as an incel, but i don't think inceldom was his motivation like it was with Rodger, Harper-Mercer, Minassian, or Lepine. I mean, the only guy who has beaten Cho, Vegas shooter Stephen Paddock, had like 10+ assault rifles, loads of ammo, and an elevated vantage point over a large concert where he could just spray and pray, and still only got 59. .22 is way too unreliable in handguns, especially with a crappy ammo. It's great for execution style kills, but faster action will demand centerfire ammunition, and 9mm is a logical choice
