The US plan is mainly to wear down the Russians economy over time. As the US economy is ~$20 trillion, and the Russian economy ~$2 trillion. For the US spending $300 billion a year on the war is only 1.5% of our economy, while $300 billion a year is 15% of the Russian economy.
The spending for the war is ramping up, it will probably be ramping up for a long time to come to get up to $300 billion a year.
To put it in perspective the M777 Howitzers artillery cost about $10 million each. So 100 of them is $1 billion. And the regularly artillery shells are $800 each. So 1 million shells is only $800 million. Then you need the military cargo trucks to carry them and the gunners and the shells around. And then spare parts and repair facilities for the Howitzers. And staffing all the logistics stuff like more trucks and men to drive in shells, and mechanics at the repair facilities. Then you need the drone operators units to find targets. And the computer and communications network to connect people up. And the officers to do the command and control, and extra units of soldiers to rotate in and out. And counter battery radar trucks to get target locations.
1 million shells is ~3,000 shells a day. So 30 shells per Howitzer per day. But if you are willing to spend like $5 billion a year for that, then you add that to your army.
