Tbh rockets are....rockets. it really depends on the smart missile capabilities (guided rockets). Russians and everyone else have shit tons of 122mm grads but these are mostly suppressive weapons against soft targets.

Also depends on effective explosive mass of the shells (what kind of composition used? TNT sounds good but is inferior to mixtures like A-IX-2 which the Russia military loves) and accuracy, but manufacturing quality is also important; while dud shells happen a lot (non-working shells), badly made ones even more so, this is an underrated aspect of modern warfare.
