To be honest... I'd probably support banning them for citizens.

With our societies being as they are I don't think it's wise to keep selling them to people.

It's this trend isn't it of simply enforcing considerate behaviour via fines, jailtime, bans, etc.

Whereas in the past most people would be fairly considerate anyway.
