When it comes to assessing the frequency of virginity in populations, self-reported data (eg questionnaire studies) is not reliable at all. People lie to others to avoid losing face.
This is a topic broached upon by the recently published book Everybody Lies, of which I'll make a report in the near future.
The reported frequency of virginity in female populations in the West is probably accurate, on the other hand there's no way only 12% of men under 26 are virgin. The current proportion is undoubtedly closer to a third.
I would say (a total wild guess, but as unsupported as questionnaire studies) that 80% of boys are still virgin at the end of high school, and 30% at the end of college.
