it's much easier to punish one kid with direct evidence (fighting back) then to punish multiple kids and track down the causes with very little evidence since they're usually more subtle about it (long term teasing and torturing with plausible deniability)
The victim is already accustomed to getting abused so they probably wont put up much of a fight anyways, while the bullies will cry to their mommies that they had to be in time out for a day
