. The average Russian is definitely "racist" and "xenophobic" in the same way that 90%+ of humanity are when subjected to criteria Western liberals use to define those terms. That said, there'sbarely any reason why that should affect international relations in any way. If the average European guy in his 20s were given power over the continent, it would probably be all-white in a few months, but that's never going to happen, just like that guy's counterparts in other regions of the world are probably never getting into power.
Putin is courting Central Asians for the same reason the Chinese and others are, and why those countries are all courting each other. Trade and good relations. Not to mention that Russians and Central Asians have lived in the same country/empire for hundreds of years, with just about all of those countries having significant Russian minorities. Which actually gets funny, since some of those countries are quite openly discriminating against this minority, especially Turkmenistan
which is really heavily stomping out the use of Russian as a language but the Russian government, which has for a decade used the supposed anti-Russian discrimination in Ukraine as the reason for their incursion there, has never said anything about Turkmenistan. Simply put, they have no reason not to want as good relations with those countries as possible, and why they shouldn't make it easy for those people to immigrate into Russia, because why wouldn't they? They already have shit relations with their Western neighbours, no reason to antagonize anyone else, the people from there understand Russian and Russian culture, so there's no need to look for immigrants from who-knows-where who would then need to be taught those.
And above all, trade. Why antagonize each other, when you can maximize your trade and all get as rich as you can together, especially since those countries are quite quickly developing (not that Russia is much more developed than them, though.)
