That would be awesome. Though I already have digital and physical copies of them, that would be awesome.
They went the step ahead and did a reverse of the origonal in young blood.
That would be cool, I think Donkey Kong 64 lets you do something similar.
Would be a cool easter egg, they could double down and let you play the entirety of the original Vice City if they wanted to as well.

I got them all used, they were all fairly cheap at the time.
Oh, I remember I had my GTA 2 copy somewhere in a shelve (but I lost the whole CD set (which included other games) somehow after moving houses).
As for the possibility of adding those two games within RAGE itself, t is feasible to implement them as minigames but I don't think kids or gen Alpha boys in general would even dare to play those "minigames" because they find isometric/top down games to be not only shit looking but also boring in general (these games obviously lack plenty of QoL features and game mechanics overall when compared to 3D era titles).
