Not even the most "do whatever the fuck you want" games will let you rape except for Japanese eroge games.

Zomboid barely has NPCs so it can't but Rimworld should have it as a mechanic.
They don't have to incentivize it or anything they could view it as a thing which happens from those with low self esteem and which lowers the esteem of others.
IE like any other crime you'd want to punish it to improve the society

Yeah it's just too risky and it would bring a shitton of controversy. In Fallout you can nuke a town, blow up the head of ppl with an explosive collar or even kill children (Fallout 1 and 2 only) but rape don't even think about it.
I know if I ever had Guts' childhood, I'd probably turn into a beast like he is.
You can get raped in fallout 2 two different times but you can't do it.
