Yes, it's worth it. If you want the original Re4 and you are on PC, I don't think you can get it anymore, but on console i'm pretty sure you can.
But in my opinion, the remake is better, so you should get that, and if you are on PC the remake should be on sale through steam currently.

The game is labeled as a horror game, but I don't find it to be scary. The only Resident Evil game I have found scary was Re7, so if you want a scarier game you should get that.

Re4 and Re7 are pretty different. It depends on what you like, though you should watch some video about both games before buying.

Re2 and Re3 are also good in my opinion, you can try them.
