Even the republicans that win mayoral seats are far more liberal compared to their party because if a republican truly ran a city, they would defund all cities services, traffic would rival Mumbai from everyone using cars, there would be smog from zero environmental laws, and inequality from the low taxes would create gated communities surrounded by slums.

Cities attract liberals; if a Republican were to govern a city and make it nice, liberals would flood it. Just look at NYC, Giuliani fixes up the city and makes it livable again and liberals flood into it and vote for progressives. Carmel, Indiana is another example. The city has amazing infrastructure and a walkable downtown and as a result it has attracted more and more Democrats over the years. Heck, it's not just cities. Republican states with housing booms just attracts Democrats who move in and vote for NIMBY policies.

Capitalism is responsible for rampant urbanization and industrial capitalism can't be separated from the social consequences it caused. Industrialization will always result in lower birth rates and death rates until the foids inevitably get pushed into the workforce to make up for the lost labor participation.

Cities aren't run by Democrats because they're better at urban governance, they're run by Democrats because the urban voter base is composed primarily of individuals who are economically dependent on state services or who identify with progressive ideology due to media, academia and bureaucratic reinforcement. Republicans when they do enter city politics, must morph into diet Democrats to even survive politically. It’s not that they’re incapable of running cities but it’s that the incentive structures make genuine Republican governance impossible in urban environments.
