The means and resources of incels are rather limited I'm sure. And cock-19 makes travel a nuisance.
A good first step would be to be able to exchange information more privately. For example encrypt the content so that only incels can decrypt it.
Like using rot13 for communication, except less retardedly easy to crack because the subject is a bit touchy.

As for leaders why not just discuss the options available to incels amongst one another and see which individuals prove to be more resourceful or willing than others?
