We need to make at least one state as a refuge for former prisoners. We need a modern day Harriet Tubman who will help Blacks escape prisons and enter into the free state. This state, or states if we are persuasive enough of freedom, should declare on the rest of the states, so that there's liberty in all the states. The free state might win because some of the freed Blacks might have been arrested for gun possession, so perhaps they would be good at using a gun in war.
To be honest, the actual Harriet Tubman was bad. Actual slavery was actually good. Tubman was a thief who stole property(slaves).

Slaveowners had an incentive for their slaves to make children because they want more slaves, which means there might not have been Blackcels. Prisoners are segregated by sex so they can't reproduce. This is known as "slave breeding." Slaveowners also never killed their slaves, while prisons do kill their prisoners with the death penalty, because that would be the destruction of their very expensive property.
