I didn't bother calculating the highest expected genetic IQ among mixed africans since they are a separate population with a different mean genetic IQ between 80-90 + are too few in number to possess a 170 genetic IQ person in their ranks​

Of course, since most of the black population are intellectually stunted by malnutrition, the expected phenotypic IQ of the smartest black person alive would be lower than 170 IQ​

+ Study you cite confirms American blacks with little to no European ancestry average 82 IQ (slightly higher than 80 since most American blacks are mutts who might be unaware of their minute European ancestry)

Just from a cursory glance, it is interesting how the mean IQ predicted from the line of best fit on the graph below (approx. -1.2 SD so 15 × -1.2 = -18 and 100 - 18 is 82) of African Americans with no self reported European ancestry almost perfectly matches the estimated genetic IQ of racially pure black africans in South Africa (80 according to Pumpkinperson)

African states should focus their resources on cultivating a small elite + diaspora and gradually enlarging it over time, in my opinion. Make kids do IQ tests early on, throw all resources toward the top 5%, give them the best education/nutrition possible, fast-track them to all government positions, and hope that they can act as the foundation for the rest of the country and a vanguard for development.
