Where should I even start? I've heard good things about art fundamentals. I don't mind doing the basics at the beginning but at some point I want to draw anime characters.

It's hard to tell someone how to start drawing, but personally I started drawing anime faces (learning their structures of course) for a long time, then I slipped into other things and so on. I would tell you to start drawing what you want to do and gradually improve yourself.
