I think the unnamed Shinigami in this is Light. He became a Shinigami after he died.

Also I just realized the goggles on his forehead might represent how he never made the deal with Ryuk for the Shinigami eyes. Also he limps like light when Matsuda shot him, and his hair is still on his head.

Because Near has the real Death Note in the end, he used it to manipulate Mikami and Yagami Light, both of whom of course die as a result of that day's events. Yes, Ryuk writes Light's name in the death note, but he does so as Light is already dying - he only hastens it by a minute or two, maybe? We already know that the earlier the termination time, the more precedence is given to that time. Near writes the events of that day, estimates Light's time of passing at say 6 PM, Ryuk actually kills him at 5:59, for example.
