Main reason is energy budget.

The brain uses 20% of a typical person daily energy intake.

Since foids don't need to think, because they're in the "just exist mode", then their brains are superfluous.

In fact, foids in irreversible comas (the closest we can get to brain-death without being pronounced legally dead) are known to have become pregnant and bore healthy babies. It happens a lot, actually.

Foids don't need to think. Just have an available vagina.

This has got to do with evolution. Foids just need to be average to get pregnant and take care of babies but you need variability in men to create work slaves and leader that push their tribe forward
