Napoleon objectively. Alexander the Great was just a military leader and sucked ass at politics and died too early to have a political career in depth, suleyman, Akbar and Mao are only country/region wide.
Napoleon was continent wide, and although his ideas were wrong and retarded, shaped the world the most and who had the most lasting political career

My father back when was studying public administration back home in Bangladesh, before he came to America, was an avowed Marxist and he admired the man.
