Actually cops in the USA are trained to do mag dumps into a potentially dangerous target and especially an armed one.
The reason is that bullets don't stop. Hitting a nerve stops an attacker, afaik.
So, to increase the likelihood of hitting nerves is why they have to mag dump, iirc.

Hey, I am not denying that it was a fucked up situation and as I have said before, the cop was WAY TOO AGITATED. Even if the suspect wasn't drunk, that type of behavior and all that shouting can get people confused and disoriented.
I think they should change that. Imagine you have some dude role up on you, who immediately points a gun at you and screams at the top of his lungs.
I'd probably freeze up for a while before I could realize what he was asking of me to do.

when ur seeing somebody shoot a perp its likely their first time. They are expected to keep shooting until they can see the shots have taken effect. You can shoot 7 times, miss 5, 2 bullets graze and make a flesh wound, and get a knife jabbed into your juggular just for this reason. They dont know for sure until the perp falls over
This. I have seen it in way too many videos that perps managed to slash cops with a knife despite them shooting them a couple of times.
Also, even point blank is tough to hit during a stressful situation, especially when the target is moving, even a bit. Night time makes it harder and the recoil of the gun is something you have to account for as well.
This shit has to be practiced a lot, I assume.
