Maybe but Hoenn has some of the coolest Pokemon like Swampert, Flygon, Aggron, or Metagross and Sinnoh doesn't (except for legendaries which are cool).

Objectively the best games. It also has a lot of great designs like Haxorus, Soutland and Volcarona

I like Giratina but if I had to choose a non-legendary mon that'd be Froslass (another valuable generational cross-evolution). Ghost types are v cool in general but there aren't many of them.
