Saying hi to an unknown person that you see everyday is awkward,having a little chat with someone you dont know is for troubles,in high school or college you form a close group of friends and dont talk do the other groups,everyone is really close with people that arent in his close group already.

Pretty sure that is true in every country. From high school through to grad school, the first 3 weeks are critical for determining whether you will have friends or not. After that point people will stop socializing and you will become a ghost.

By the time you go to work you won't make any friends, just co-workers and business contacts.
