I want to change my power supply to a corsair rm650 the current one I have is a non modular one so ill need 2 new sata cables for my fan controller

Do they come with the psu? If not what do the ones ill buy need to have at the end so I can connect them to the new psu

I changed my PSU recently but the PSU I bought had all the cables built into it so it might depend on the PSU you buy

New PSUs should come with some SATA power cables. If not, you can find packs of SATA cables on eBay for like $5. I know, I have a bunch of them.

But the fan controller I have has a weird smaller connector aswell ill just buy a new one ig

Fan controllers don't use Sata cables, they use sata power cable. Might want to take picture of it. Because some prebuilds use proprietary shit that does not work with off the shelf parts.

How many fans do you have? I always power my fans through the motherboard headers.
