they don't have to, because population of EU + US, UK, Canada is pretty big 899 048 074. They're doing it in Ukraine because of small population.
Ukraine had 50 million people before the war with a population density of 65. That is not a small population by any means. Romania only has 18 million people.
If anything the degree of control the state has over its citizens increases with population density. Laws are way more draconian in Singapore than say Argentina because in Argentina they can not implement much. In Singapore everyone is dependent upon the government, whereas in Argentina people manage on their own.

That's how many people it had when the Soviet Union collapsed. Obviously a lot of people left after Crimea.
