Yes, I think so. From what I understand, you can't just go directly to being 'sexual' (unless you're Chad). Since you're a total stranger, first you need to develop a level of comfort and rapport, and only once you've established that you are a fun/ approachable/ interesting guy, then you can be 'flirt' (aka make it playfully sexual, or 'man to woman').
