LA has a lot more suburbs where rich people live. The rich areas in NYC are in the urban neighborhoods around Midtown but if you go to the outskirts you still see a few rich suburban neighborhoods like Riverdale.
The thing is that in the inner city of LA there's lots of homeless people and junkies, and looting is rampant.
Meanwhile there are homeless people here in NYC but the situation isn't as bad and there's still good law enforcement here.

You can't really compare the West Coast to NYC proper. Many upper-middle-class "NYCers" have relatively small pied-à-terres in Manhattan so they are closer to work, but their weekend homes are in Connecticut or Long Island. If they're wealthier their weekend homes will be in Martha's Vineyard or Nantucket (during the summer) or in and around Miami Beach (during the winter). Most of their jets are parked in Teterboro, which is just a 20-minute drive from the Upper East Side.
Rich parts in any shit hole are better than most of the US these days due to globalization. Rich parts of Congo probably mog most of America.
