He gave us free will and gave us the conditions which determine evil people to do evil. He gave us the capacity to be born ugly and mentally ill. If he didn't create evil directly, he created the conditions in which it can exist. But in fact, and this is even stated in the bible, he created both good and evil.

And finally, if we ignore what I stated above, he still is to blame because he possesses omnipotence yet allows us to keep suffering. He is lenient with our pain.
