Some girls are ready for breeding by age 12. Some girls aren't. Whether or not a girl is ready to have sex at age 12 is a decision for her father to make. I see nothing wrong with a relationship between a 12yo girl and a 26yo man as long as the girl's father consents to it. If you want to go that deep, you can say that males are not fully developed either till the age of 21. Some doctors even say 25. The best time to breed is when they hit puberty.
