Blacks have faced systemic problems since the founding of the United States. It's unreasonable to expect them to have higher iqs and good tests scores. You constantly ignore external factors which is why you keep pushing this false narrative that race determines IQ.
If you have a good education system along with a culture that encourages hard work, you are more likely to do well in school, get good rest results. All of these factors will increase your IQ. Your IQ is not a fixed trait. It can change.

So, let's say an average black man was raised in a good socioeconomically setting. He had: Good Grades, Good Home-Life that discourages gang violence and ruthless, and both parents presently available. Would you say that this can constitute for being a higher IQ environment?

You can give a person opportunities but if they don't know how to take advantage of these opportunities, nothing good will come out of it.
